What would cause virtually every terminated user's record to be updated on each import even though no changes were made in the source data, and how to correct?

Problem details:

Upon every user import, over 26K users are reported as having been updated. However, the source data show that all but a few ere unchanged; Similarly, pre-import comparison with post-import users table finds no changes for except to uniquecode and updatedate.

Review of the records with only the uniquecode and updatedate modified finds that all of them have a status of 0; in addition, all users with status of 0 except for one are being impacted.

Our user import does not populate either uniquecode nor updatedate. The import is configured with a post-processor to populate the manager information, but only where the updatedate field was updated to today. It also is configured with a status description rule for lifecycle change detection.
